Informal tools of urban design governance utilise the soft powers of government. They place their users in the position of enablers, advocates or brokers rather than as regulators or direct investors in development. They include peer-review mechanisms, design competitions, publications of guidance, architectural centres, education initiatives, partnership working, research by design, and so forth. A wide range of organisations, from governmental to civil society, specialized institutes, and private companies support both the creation and delivery of these tools. How to ensure these tools are put in place and help delivering high quality built environment?
